Introduction The Saudi Industrial Development Company (SIDC) announces GCC Bureau of Technical Secretariat for Anti Injurious Practices in International Trade of the Cooperation Council for the Arab States of the Gulf (the Technical Secretariat Office) announced the imposition of a definitive anti-dumping duties against the GCC countries imports of Ceramic Sinks Wash Basins, Wash Basin Pedestals, Baths, Bidets, Water Closet Pans, Flushing Cisterns, Urinals and Similar Sanitary Fixtures (Originating in or exported from the People's Republic of China at margins ranging from 23.8% up to 51% and at margins ranging from 21.4% to 83.4 % for that originating or exported from the Republic of India for a period of (5) years starting from 08th, July 2025 AD in connection with the anti-dumping complaint concerning imports of sanitary ware products from the People's Republic of China and the Republic of India.
Previous Announcement The issuance of the basic finding results by the Technical Secretariat Office for Combating Harmful Practices in International Trade regarding the anti-dumping complaint against imports of sanitary ware sets originating in or exported from the People’s Republic of China and the Republic of India.

Based on the basic findings of the investigation, the Technical Secretariat Office concluded the following:

1. dumping margin identified in imports of sanitary products such as Kitchen sinks, washbasins, pedestals, bathtubs, bidets, toilet seats, flushing cisterns (water tanks), urinals, and other similar fixed sanitary ware products under HS codes 69101000 and 69109000 of the Unified Customs Tariff, originating in or exported from China and India. The dumping margins from the subject countries determined as significant and cannot be disregarded.

2. Identified and established material harm to the Gulf industry.

Identified a causal relationship between the dumped imports from China and India and the harm sustained by the Gulf industry.

Latest Developments Of The Announced Event The Technical Secretariat’s Office for Combating Harmful Practices in International Trade, under the General Secretariat of the Gulf Cooperation Council (the Technical Secretariat Office), announced the imposition of definitive anti-dumping duties on imports into GCC member states of the investigated product originating in or exported from the People’s Republic of China and the Republic of India, as outlined below:

1. Product under investigation subject to the definitive duties Ceramic Sinks Wash Basins, Wash Basin Pedestals, Baths, Bidets, Water Closet Pans, Flushing Cisterns, Urinals and Similar Sanitary fixtures* The product under investigation is classified under the following GCC Unified Tariff Codes from items 69101000 69109000.

2. Duration of the definitive duties:

The definitive antidumping duties shall enter into force for a period not exceeding 5 years starting from the date 08 July 2025

3. From of the definitive duties:

The definitive anti-dumping duties shall take the form of ad valorem duties as percentages of the CIF value of imports, at margins ranging from 33.8% to 51% for products originating or exported from the People's Republic of China and at margins ranging from 21.4% to 83.4 % for products originating or exported from the Republic of India.

4. The reasons leading to the imposition of definitive duties
