The Main Inquiries Received by the Capital Market Authority on the Authorization Applications to Carry Out Commodity Exchange Activities in the Kingdom
In reference to the announcement of the Capital Market Authority (“CMA”) dated 16/01/1448H corresponding to 01/07/2026G, about the commencement of the submission period for the authorization applications to carry out Commodity Exchange Activities in the Kingdom (Announcement’s Link), in which has mentioned that the CMA’s Market Infrastructure Institutions Supervision Department will receive the submitted inquiries by those interested in carrying out Commodity Exchange Activities in the Kingdom, as mentioned in the document titled “The Authorization to Carry Out Commodity Exchange Activities in the Kingdom" included in the announcement, which has also mentioned that the CMA will publish the answers to the received inquiries on its website by the beginning of September 2026. Therefore, the CMA has prepared the list of the main inquiries received related to the authorization applications to carry out Commodity Exchange activities in the Kingdom, and the CMA’s answers to these inquiries, for the purpose of allowing those interested in this field to be informed about the different aspects related to the authorization to carry out Commodity Exchange activities in the Kingdom, and sharing the knowledge between the interested parties in the Saudi capital market. In this context, the CMA would like to point out the importance of referring to/relying on the Capital Market Law and its relevant Implementing Regulations in order to have a comprehensive understanding of the regulatory aspects related to the authorization to carry out Commodity Exchange activities in the Kingdom. Based on the Capital Market Law issued by Royal Decree No. (M/30) dated 06/02/1424H, its implementing regulations, and the Financial Technology Experimental Permit Instructions issued by the Board of the Capital Market Authority, the Capital Market Authority announces that Lamha Tanbu has completed the commencement of business requirements to experiment the Financial Technology permit related to the use of A.I. in advisory, pursuant to the decision of the CMA’s Board dated 14/05/2025G.

The Capital Market Authority Approves Saudi Printing and Packaging Company’s Request to Reduce its Capital
The CMA has issued its resolution approving Saudi Printing and Packaging Company’s request to reduce its capital from SAR (652,070,640) to SAR (68,974,340), thus reducing the number of shares from (65,207,064) shares to (6,897,434) shares. This approval is conditional on the Company’s extraordinary general assembly approval and completion of the necessary procedures in relation to the applicable regulations. The Company will publish a disclosure document to its shareholders related to the proposed method of capital reduction and the expected effect of such reduction within sufficient time prior to the Extraordinary General Assembly Meeting to enable shareholders to vote on the capital decrease. The CMA’s approval of a particular company’s application to reduce its capital should never be viewed as an endorsement of the feasibility of the capital decrease. The CMA’s approval of a company’s application to reduce its capital merely means that the regulatory requirements as per the Capital Market Law and its Implementing Regulations have been met.
